The Fix
Apply these fixes in order, restarting your device after each step before retrying activation.
First, enable TLS 1.2. This is the most common fix, especially for older or unpatched systems. The activation servers require this protocol.
1. Open the Internet Properties control panel (inetcpl.cpl).
2. Navigate to the Advanced tab.
3. Under Security, ensure Use TLS 1.2 is checked.
4. Click Apply and OK.
If that doesn't work, clear corrupted credentials.
1. Open Control Panel > Credential Manager.
2. Go to Windows Credentials.
3. Remove all credentials related to MicrosoftOffice, Office, or MSOIDCRL.
4. Restart and attempt to sign in again.

If that doesn't work, test with a new local user profile. This isolates the problem to the user's profile. If activation works in the new profile, the original profile is corrupted.
Verify
